The following is a letter sent to staff by Pamela Carroad, Executive Director regarding the January 2008 CARF Survey.

Congratulations to you all!
I want to share the good news –

Our Agency was recently notified that it was once again accredited by CARF (the Commission on Rehabilitation Facilities) in the following areas: Children and Youth Services (our Education Programs), Community Living Services (our Residential Services) and Community Services Coordination (our Case Management Services).  We received a three year accreditation which is the highest level of accreditation that is awarded by the Commission!  You are all to be congratulated on this achievement!

 CARF accreditation is an indication of our Agency’s dedication and commitment to improving the quality of the lives of the people we serve.  Observation of our services, results of the interviews conducted, and extensive examination of our documentation clearly indicated “an established pattern of practice excellence” as stated in the CARF Survey Report.  The accreditation comes as a result of months of preparation and a three-day survey that occurred in November.  The survey team visited nearly every program site and conducted observations; interviewed consumers, their family members, staff, Board members, and other stakeholders such as organizations that are our referral and funding sources, as well as other agencies in the community; inspected consumer files; and reviewed Agency documentation reports, policies and procedures.

 Our Agency was judged against hundreds of internationally recognized standards for organizational quality with a focus on meeting the identified needs and gathering input from the people served; protection and promotion of the rights of the people served; individual – centered service planning, design and delivery; medication monitoring and management; human resources development; accessibility awareness; health and safety practices; sound financial practices; information management and performance improvement systems; and strong leadership practices. 

We received many positive statements in the Survey Report. 
I would like to share some of them with you –
  • Cerebral Palsy of Ulster County is a well-managed organization that provides quality residential, service coordination, and educational services.  Professional and competent staff members are focused on the organization’s mission, providing highly individualized services for persons with disabilities.  The broad array of supports available to persons served is commendable.   

·         The organization has strong leadership, including an active, dedicated board of directors and a competent, responsive leadership team.  In addition, a committed team of staff members provides quality services that are highly individualized and flexible in meeting the needs of persons served.  Referral sources and other stakeholders consistently report positive feedback regarding the staff members and the resulting impact on quality services. 

·         Leadership of the organization is commended for its active involvement in the oversight of the organization’s compliance with legal and regulatory requirements.   

·         The organization is commended for its finance and accounting practices and procedures that are well defined and guide the organization’s financial business practices.   

·         A wide range of professional support staff is readily available to provide assessment, consultation, and training. 

·         Cerebral Palsy of Ulster County has done a wonderful job of securing excellent equipment on behalf of the persons served. 

·         Enthusiastic, motivated, and caring personnel are dedicated to the enhancement of the quality of life of persons served.
