The Early Intervention Program is a statewide program administered locally, providing a wide array of services to eligible infants and toddlers with disabilities or special needs, and their families.
Cerebral Palsy of Ulster County offers an Early Intervention Program for children under the age of three. Our professional team includes: a Service Coordinator, parents, Special Education Teachers, Physical Therapist, Occupational Therapist, Speech/Language Pathologist, and pertinent medical personnel.
Early Intervention services are offered year round. Services are designed to meet the individual child’s needs and maximize the social-emotional development as well as physical, communicative, and cognitive development of the child.
Parents help select desired services depending on the child’s needs. Services are provided in the home, in a community setting such as a day care setting or at the Community Rehabilitation Center in Lake Katrine (just north of Kingston).
Comprehensive Developmental Evaluation
A Comprehensive Developmental Evaluation helps to determine if a child is eligible for Early Intervention services, and what types of services may be needed. This service provided by specialists from more than one area of development, will evaluate and test the child by:

Home-Based Programs
Home Based Programming provides visits by special education teachers and licensed therapists to a child and family at home, or in another natural setting, addressing education and therapeutic needs. Services include Physical Therapy, Occupational Therapy, Speech Therapy, Special Instruction and other special services that may be needed.
Center-Based Programs
Center Based Programming allows for services to be provided at the Community Rehabilitation Centerm on a one-to-one basis for a child or family.
Cerebral Palsy of Ulster County offers center-based programs for children from neighboring counties. Eligibility is determined by the local Committee on Preschool Special Education (CPSE).
Special Education Itinerant Teacher (SEIT) services and therapy services (Related Services) are provided in classrooms, day care centers or in home settings. Specialized evaluations are provided by a diagnostic evaluation team.
Preschool Center Based Education Program
Our Preschool Program is an integrated model for children ages three to five. Typically developing children are an important aspect of our Preschool, as our goal is to enhance the socialization, communication, self-help, and pre-academic readiness skills of our students. We will utilize a multi-disciplinary team approach consisting of: Special Educators, Speech Pathologists, Physical Therapists, Occupational Therapists, Psychologists, and Social Workers. Our collaborative model promotes individual growth through team planning, as well as provides a strong foundation for our classroom teachers to incorporate developmentally age-appropriate skills into their curriculum.
Education program for school age children 5-21 who have specialized educational needs.
School-Age Day Program
Our Special Education School is approved by the NYS Department of Education and provides services to students ages five to twenty-one, who have multiple disabilities. Our goal is to enhance the lives of our students by promoting independence through the development of functional goals. Classroom curriculums are designed to meet the individualized needs of our students, while emphasizing communication, socialization, and self help skills. Our multi-disciplinary team approach creates a classroom environment in which students are encouraged to reach maximum potential through collaborative planning and the implementation of individualized goals.
School Age Children's Residential Program
Our Agency provides a residential program for children ages five through twenty-one, who are eligible through OMRDD. All of the children who live at our residential facility attend our Special Education School.
The Helen Oberkirch childrens residential staff, our school's multi-disciplinary team, and our families work closely together to ensure a holistic approach to developing and implementing functional educational and therapeutic goals. Our philosophy stresses the importance of family involvement in all aspects of our program.
